Julian Payne is the President of the Canadian Chamber of Commerce of the Philippines. He served on the Board of Governors of the Canadian Chamber from 1994 to 2003 and on its Board of Trustees from 2003 to date. He was first elected as President in 2009.

In 1994, Payne was elected to the Board of Directors of ADB to represent Canada, Denmark, Finland, the Netherlands, Norway and Sweden. He served as a full-time Director at ADB for nine years, including as Chair of the Audit Committee from 1996 to 2000 and Dean of the Board of Directors from 2000 until he retired from ADB in 2003.

In 2003, he founded his own company, Searep Limited, and has been its Managing Director and CEO since then. His company advises clients on accessing investment and project funding from international organizations in Southeast Asia such as ADB. Clients have included international organizations, national governments, multinational corporations, private investment funds and NGOs.

In a wide-ranging career in Canada, Payne was an editor of an international affairs magazine, a consultant on defence management, an analyst for defense and international programs at the Treasury Board Secretariat, and a senior executive in the Canadian International Development Agency (CIDA). While at CIDA, his assignments included those as Canada’s High Commissioner to Guyana and Ambassador to Suriname from 1981 to 1984, Director-General for Policy Branch from 1986 to 1988, senior official for Canada-Japan ODA cooperation from 1987 to 1993, Director-General Operations Services Branch (and senior official for contracting and procurement) and Vice President Asia Branch from 1993 to 1994.
