Chairperson, Commission on Audit

Michael Aguinaldo is currently the chairperson for the Commission on Audit. He also holds the position as external auditor of the United Nations’ World Health Organization, the Food and Agriculture Organization, and the International Labour Organization.
Prior to his COA appointment, Aguinaldo was the deputy executive secretary for legal affairs of the Office of the President. He worked with the Romulo, Mabanta, Buenaventura, Sayoc, & de los Angeles law firm for 17 years. He was also a part of the De Borja, Medialdea, Ata, Bello, Guevara, and Serapio law firm.
Since 1994, Aguinaldo has been a faculty member of Ateneo de Manila University School of Law where he also earned his law degree in 1992. He holds a special degree in International Economic Law from the University of Michigan in Ann Arbour and placed 7th in the 1992 Philippine Bar Examinations.
Aguinaldo envisions a commission that is an enabler of government as well as guarding of public resources. He advocates the use of technology in audit such as geo-tagging which has been included in COA’s Citizen Participatory Audit Project.
