Released Dec. 1, 2011, the 2011 Corruption Perceptions Index by Transparency International ranked 183 countries according to their “perceived levels of public sector corruption.” This year, the Philippines showed a modest improvement for a great deal of effort from the new leadership, ranking 129th overall with a score of 2.6 (on a scale of 10 with 10 being the least corrupt). In the 2010 Index, the Philippines ranked 134th out of 178 countries and scored 2.4. Within the ASEAN-6 however, the Philippines is still the lowest ranked.

The judicial process seems to be the country’s biggest hurdle. Effective convictions in 2012 can continue the upward momentum.

There is a great clustering of countries in the rankings below 3.0. The Philippines (2.6) could improve to under 100 (3.0) within a couple of years and catch up with Vietnam (2.9) and even Indonesia (3.0).
